For an educational reform that aims to implement the educational goals of Higher Order Cognition and Educatedness, we need to transform syllabi, textbooks, and assessments. As the first step, we need a Professional Development Program for a small group of educators who are willing to invest time and effort to learn and help others learn. They would then form a leadership team to create syllabi, learning materials and assessments aligned to HOC and Educatedness, and to train large numbers of teachers to use the learning materials to help students learn what the assessment tasks expect them to learn.
